A hot spell can turn an ordinary working day into a safety, people-management and operational challenge. A stuffy studio, a sun-facing shop floor, a delivery route or a kitchen already running hot can leave people tired, irritable and less able to concentrate. For a small business, that can mean more mistakes, poorer customer service, strained relationships and, in serious cases, heat-related illness.
The right response is not a token fan in the corner or an email telling everyone to drink water. Small employers need a practical summer plan that joins up legal risk assessment, sensible work design and regular human conversations. In this context, mindfulness does not mean asking employees to push through discomfort with breathing exercises. It means paying deliberate attention to changing conditions, noticing early signs of fatigue and cognitive overload, and acting before somebody becomes unwell.
Heat is a workplace hazard. The Health and Safety Executive (HSE) makes clear that employers must assess health and safety risks, including those arising from extreme heat, and take action to reduce them as far as reasonably practicable. There is no legal maximum workplace temperature in the UK, but indoor workplaces must have a “reasonable” temperature and the absence of a single number is not a reason to do nothing. HSE’s guidance on managing extreme-heat risk is a useful starting point for every SME.
Here is how to build a mindful, workable heatwave plan that protects people without bringing your business to a standstill.
Start with the legal duty, not the thermometer
It is tempting to set one trigger temperature and treat everything below it as business as usual. That approach is too blunt. The same air temperature can feel very different to a receptionist in a shaded, ventilated room, a warehouse picker in high-visibility clothing, a chef beside ovens or a landscaper moving materials in direct sun.
Under the Management of Health and Safety at Work Regulations 1999, employers must identify hazards, assess the likelihood and severity of harm, and eliminate or control risks. HSE says a suitable assessment of heat stress should consider work rate, the working climate, clothing and personal protective equipment (PPE), as well as individual factors that can affect heat tolerance. For a small employer, the assessment does not have to become a lengthy document. It does need to reflect the work people actually do. Walk the premises at different times of day. Check the upstairs room that traps afternoon sun, the loading bay with little air movement, the van cab, the outdoor queue and the production area near machinery. Ask staff where they feel hottest and when their concentration starts to dip.
HSE’s workplace temperature checklist is particularly useful because it prompts employers to look beyond air temperature. It covers humidity, radiant heat, air movement, workload, clothing, outdoor work and employee feedback. If the conditions change during a heatwave, review the assessment and controls. A risk assessment is a live management tool, not a form to file away.
Identify who and what need extra attention
Map roles rather than making broad assumptions about individuals. High-priority tasks may include manual handling, driving, kitchen work, construction, cleaning, deliveries, gardening, events, customer-facing work outdoors and jobs requiring restrictive PPE. New starters and young workers may need closer supervision while they learn both the task and how their body responds to the conditions.
Some workers may be more susceptible because they are pregnant, have a health condition, take medication, are recovering from illness or have previously experienced heat-related symptoms. The NHS notes that pregnancy, long-term conditions and certain medicines can increase vulnerability in hot weather. Its hot-weather advice also identifies people doing manual labour and people spending long periods outside as higher-risk groups.
That does not mean demanding private medical information or imposing one-size-fits-all restrictions. Invite a confidential conversation, explain why you are asking, and focus on adjustments to work. A later start, additional recovery breaks, a temporary task swap, access to a cooler base or more frequent supervision may make the difference. Review existing risk assessments when an employee raises a relevant issue, and avoid assumptions about what a person can or cannot do.
Build a heatwave plan before the forecast peaks
A simple plan works best when it has named owners, clear triggers and a place people can find quickly. Put it alongside your first-aid arrangements, opening procedures or daily operations checklist. The aim is to make safe choices routine when the business is busy.
Use forecasts and alerts as an operational prompt
Nominate one person to check the forecast at the start of each week and again before the next day’s work. Do not wait for the word “heatwave”: a series of warm days and hot nights can progressively reduce people’s ability to recover. The Met Office explains that its weather warnings focus on the likely impacts of severe weather, while the UK Health Security Agency’s Heat-Health Alerts cover England and focus on health effects. The Heat-Health Alert service uses green, yellow, amber and red levels and is worth monitoring for employers with teams in England.
Set practical internal triggers that suit your setting. For example, a yellow alert or forecast of unusually high temperatures could trigger a manager briefing, chilled-water check, review of outdoor jobs and relaxed non-safety-critical dress expectations. An amber or red alert, or evidence that your own workplace is becoming unsafe, could trigger postponed heavy work, shorter exposure periods, extra staff rotation, remote working where feasible or a reduction in opening hours.
Keep the decision based on conditions and risk, not bravado. If overnight temperatures remain high, an employee may start a morning shift already tired and dehydrated. That matters even if the morning itself seems manageable.
Make hydration easy, visible and normal
Hydration policy should be designed around access, not willpower. Provide readily available cool drinking water close to the work, allow people to keep a bottle with them where safe, and make top-ups part of the shift rhythm. Staff working away from base need a plan too: water carried in vehicles, reliable refill points and sufficient time to use them.
Encourage frequent small drinks rather than treating hydration as something for meal breaks only. Managers should model this behaviour and should not praise employees for skipping breaks to finish a job. Consider a brief reminder at the beginning of a shift, especially for outdoor teams, drivers and people in PPE. It is also sensible to make shade and toilet access part of route or site planning.
Hydration alone is not a complete control. Someone may drink water and still be at risk because the work is too strenuous, the air is stagnant, equipment gives off heat or their clothing prevents effective cooling. Treat water as one layer in a wider system.
Cool the workplace and redesign the work
The most reliable controls change the environment or the work itself. Personal advice is important, but it should not be the only line of defence. HSE advises employers to use measures such as local cooling, fans, opening windows, physical barriers to radiant heat, reduced work rates, mechanical aids and limits on time spent in hot environments. Its workplace-temperature guidance also recommends sufficient breaks so workers can get cold drinks or cool down.
Improve ventilation without creating new problems
Start with basic building habits. Close blinds or curtains on sun-facing windows before rooms heat up. Open windows where this improves air movement and is safe to do so. Use fans to move air, but position them so they do not blow dust, paperwork, contaminants or hot air directly at people. If the outside air is hotter than the room, opening everything wide may not be the best answer; consider when windows should be opened and when blinds should remain closed.
Check whether existing ventilation or air-conditioning systems are working as intended before summer pressure arrives. Avoid placing vulnerable staff in the hottest fixed workstation simply because “that is where they usually sit”. Rotate desks, change seating plans or move high-focus tasks to the coolest available space.
For retail, hospitality and client-facing businesses, think about customers too. A shaded waiting spot, drinking water, queue management and a clear process for staff to request help can reduce risk while protecting service quality.
Move demanding work to cooler windows
Workload changes are often inexpensive and highly effective. Schedule stock movement, roof work, landscaping, bin handling, deep cleaning and equipment maintenance earlier in the day where possible. Break a large job into shorter blocks. Use trolleys, lifts or team handling to reduce exertion. Rotate people between hotter and cooler tasks, but make sure the rotation gives genuine recovery rather than simply moving the same person from one physical demand to another.
A small catering company, for instance, might prep cold dishes in the morning, stagger oven-intensive work, assign one person to monitor the hottest part of the kitchen and build short cooling breaks into the rota. A trades business might bring physically demanding outdoor work forward, reserve paperwork or indoor finishing tasks for the hottest hours, and allow a supervisor to pause a task when shade or water is unavailable.
Review PPE carefully. Do not compromise PPE needed to control a serious hazard, but recognise that heavy or impermeable kit can make heat stress more likely. HSE advises slower work rates, more frequent rotation, longer recovery times and facilities to dry PPE where it is necessary in hot conditions. The answer is to redesign exposure, not tell staff to remove essential protection.
Use mindful check-ins to detect fatigue early
Mindful check-ins are a practical management habit: brief, non-judgemental pauses that help people notice what is happening in their body, attention and workload. They are not therapy, surveillance or a substitute for risk controls. Their value is that heat-related problems can begin with small changes that colleagues may otherwise dismiss: irritability, headache, unusual tiredness, slower thinking, poor coordination, repeated errors, reduced patience or difficulty remembering the next step.
At the beginning of a hot shift, ask each person three straightforward questions: “How are you feeling physically?”, “Is today’s task or location likely to be unusually hot?” and “What would help you work safely?” Repeat a shortened version before the hottest period of the day and at handover. Make it acceptable to answer honestly. If the unspoken rule is that capable people cope silently, check-ins will produce little useful information.
Train managers to ask, listen and act
Managers do not need to diagnose heat illness. They do need to notice change, listen without minimising it and take proportionate action. “You look a bit tired, but we only have an hour left” is not a safe response. Try: “You seem less steady than usual. Let’s stop, get you somewhere cool and work out what you need.”
Use factual observations rather than assumptions. Ask about symptoms, water access, task demands and whether the worker has had a chance to cool down. Then act on what you hear: reallocate work, extend a break, bring someone indoors, send a lone worker a buddy, or escalate to the first aider. Record themes in your daily log. If several people report headaches in the same office at 3pm, the issue is likely to be environmental or organisational, not individual resilience.
Heat can also amplify ordinary work stress. HSE says employers have a legal duty to assess and act on work-related stress risks, and its Management Standards include demands, control and support. HSE’s work-related stress guidance is a helpful companion to a summer heat plan. During a hot period, unrealistic deadlines, understaffing, conflict and constant interruptions can make cognitive overload more likely. Reduce unnecessary demands where you can instead of asking people to be more “resilient”.
Create a clear escalation route for heat stress
Every worker should know exactly what to do if they feel unwell or spot a colleague struggling. Put the route in induction material, team briefings, staff areas, vehicles and site packs. It should apply equally to agency workers, temporary staff, apprentices and lone workers.
- Step one: stop and report. Tell the named supervisor, manager or first aider immediately. No employee should need permission to stop an unsafe task.
- Step two: cool and support. Move the person to a cool place, remove unnecessary clothing, give cool fluids if they can drink, and cool their skin with water, a fan or wrapped cold packs.
- Step three: assess and monitor. Do not leave someone alone. Record what happened and remove them from heat exposure for the rest of the immediate incident.
- Step four: seek medical help when needed. Follow your first-aid procedures and the NHS guidance. Use NHS 111 for urgent advice where appropriate; call 999 for signs of heatstroke or if the person remains unwell after 30 minutes of cooling and fluids.
- Step five: learn and adjust. Review the task, location, timing, staffing, water access, PPE and supervision before the work resumes.
The NHS lists tiredness, dizziness, headache, nausea, excessive sweating, cramps, thirst, irritability and a high temperature among symptoms of heat exhaustion. Confusion, loss of consciousness, seizures, hot skin without sweating, fast breathing or a fast heartbeat can indicate heatstroke, which is a medical emergency. Use the NHS heat exhaustion and heatstroke guidance to brief first aiders and managers, rather than relying on memory.
Turn the plan into a normal summer routine
The best heatwave plan is short enough to use. Before summer, complete and record the risk assessment, identify hot spots, check ventilation, update first-aid information and explain the escalation route. When hot weather is forecast, hold a five-minute briefing, adjust the rota and confirm supplies. During the event, conduct check-ins, monitor conditions and give supervisors authority to slow or stop work. Afterwards, ask what worked and update the plan while the experience is fresh.
For businesses with five or more employees, significant risk-assessment findings and controls must be recorded. Even the smallest employer benefits from keeping a clear note of decisions, staff concerns and actions taken. It supports consistent management, helps with review and demonstrates that the business has treated heat as the foreseeable workplace risk it is.
Conclusion: calm attention is a business control
Hot weather does not have to produce a choice between staff wellbeing and commercial reality. A small employer can take meaningful action with modest changes: water within reach, shade and ventilation, better-timed work, adequate recovery breaks, sensible clothing rules, respectful conversations and a clear route to urgent help.
Make mindful check-ins part of that system, not a replacement for it. When leaders deliberately notice fatigue, confusion and rising pressure early, they can change the work before a close call becomes an incident. This summer, review your heat risk assessment with your team, write down your triggers and empower people to speak up. It is a practical way to protect your people, meet your responsibilities and keep your business steady when temperatures rise.
